As an administrator I would make sure that everyone checks their e-mail account at least twice a day. There is still staff that check e-mail "whenever". Daily bulletins and updates will be sent digital only. I don't want staff members relaying messages to other staff members due to laziness.
I will set up the e-mails to alert me to when each message is open and randomly I will include items in certain e-mails that would let me know if the message was actually read. The reader would have to respond to certain things that would be unique only to them.
